These are probably two symbols or decorations. There are more similar on this panel. I have no suggestions. The fish-type drawing at the bottom reminds a bit of the “Pictish beast”. Cooper sees “coats or robes” and “three distinctive pieces of headgear”. “Those who are members of the Royal Arch will see a relevance to the three who preside over Royal Arch Chapters.”
Cooper starts his description of panel 2 with “one ‘group’ of four, possibly five, symbols on the right centre edge are considered to be one symbol or very a closely related set of symbols”. So he links the images 8, 11, 12, 13 and 14, but he does not say why they are closely related.
